1. Bu İhale Duyurusu Development Business’ın 20 Ağustos 2010 tarih WB3628-782/10 numaralı yayınında yer alan genel satın alma duyurusunun devamıdır.

2. Türkiye Cumhuriyeti Güney doğu Avrupa Enerji Topluluğu Programı APL6 kapsamında bir kredi almış olup, 25 adet Kamyon Üzeri Monteli Hidrolik Mobil Vinç Satın Alımına ait sözleşme kapsamında gerçekleştirilecek ödemeler bu krediden karşılanacaktır.

3. Türkiye Elektrik İletim Anonim Şirketi, 25 adet Kamyon Üzeri Monteli Hidrolik Mobil Vinç temini için yeterli ve uygun firmaları bu ihaleye kapalı zarf usulü ile teklif vermek üzere davet eder.

4. İhale, Dünya Bankası Kılavuzunda: IBRD Kredileri ve IDA Kredileri altında alımlar (Mayıs 2010) dokümanında tanımlanan şekilde ve uygun kaynak ülkelerdeki tüm teklif sahiplerine açık olarak uluslararası rekabete dayalı ihale usullerine göre yapılacaktır.

5. Yeterlilik Koşulları aşağıdakileri kapsamaktadır:

a) Mali yeterlilik: Teklif sahibi aşağıdaki mali gereklilikleri sağladığını belgelendirecektir: Teklif sahibinin Mobil Vinç veya benzer ekipman satışından, son beş yıldaki en az yıllık ortalama cirosu en az EURO 4 (dört) milyon veya eşdeğeri olacaktır.

b) Deneyim ve Teknik Kapasite: İmalatçı, son 5 yıl içerisinde en az 50 adet Kamyon Üzerine Monteli Hidrolik Mobil Vinci ürettiğini ve sattığını belgelendirecektir.

Uygun ulusal firmalar için tercih marjı uygulanmayacaktır. İlave bilgiler İhale belgelerinde yer almaktadır.

6 . İlgilenen uygun teklif sahipleri, Türkiye Elektrik İletim Anonim Şirketinden daha fazla bilgi alabilirler ve İhale Dokümanlarını aşağıdaki adreste inceleyebilirler.

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. WB1401-655/05, UNDB Print edition Issue no.WB 3628-782/10, of 20 August 2010

2. The Government of Republic of Turkey has received a loan from the International Bank for Reconstruction and Development toward the cost of Energy Community of South East Europe Program Turkey Component-Third TEİAS Project and it intends to apply part of the proceeds of this loan to payments under the Contract for the Supply of 25 units Truck Mounted Hydraulic Mobile Cranes.

3. The Turkish Electricity Transmission Corporation now invites sealed bids from eligible and qualified bidders for the Supply of 25 units Truck Mounted Hydraulic Mobile Cranes.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines : Procurement under IBRD Loans and IDA Credits (published by the Bank on May 2004 and revised in October 2006 and May 2010) and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Interested eligible bidders may obtain further information from The Turkish Electricity Transmission Corporation and inspect the Bidding Documents at the address given below:

5. Qualification requirements include:

(a) Financial Capability: The Bidder shall furnish documentary evidence that it must have a minimum average annual turnover in the supply of mobile cranes or similar goods over the last 5 (five) years of EURO 4 (four) million equivalent.

(b) Experience and Technical Capacity: The Bidder should demonstrate that it has successfully completed supply of at least 50 (fifty) unit truck mounted hydraulic mobile cranes in the last 5 (five) years.

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
