GENERAL DIRECTORATE OF ANTALYA WATER AND WASTEWATER ADMINISTRATION
CONSTRUCTION OF SEWERAGE NETWORK AND COLLECTORS IN KEPEZ, DÖŞEMEALTI AND KONYAALTI DISTRICTS (ASAT 2-W6)
1. This Invitation for Bids follows the General Procurement Notice for this Project that posted in Development Business online on May 12, 2010.
2. İller Bank has received an additional loan from International Bank for Reconstruction and Development (IBRD) toward the costof Municipal Services Project. İller Bank has allocated some part of this loan to General Directorate of Antalya Water and WastewaterAdministration (ASAT) for “Antalya Water and Wastewater Project”. ASAT General Directorate is deemed the Sub-Borrower for the rest of this document. The Sub-Borrower is planning to use some part of this loan for the construction of sewerage collection mains andsewerage networks according to the Clauses of the Sub-Loan Agreement, under “Construction of Sewerage Network and Collectors in Kepez, Döşemealtı and Konyaaltı Districts, (Contract No. ASAT 2-W6).
3. The General Directorate of Antalya Water and Wastewater Administration - ASAT represented by ALDAŞ InfrastructureManagement Consultancy Electrical Energy Production Services Construction and Contracting Inc. now invites sealed bids from eligibleand qualified bidders for the construction of 15 km collector with diameter 1200–1400 mm and 17 km of sewerage networks with diameter200-300 mm, manholes and parcel manholes in Kepez, Döşemealtı and Konyaaltı Districts within the Municipality of Antalya, Turkey.The construction period is twenty four (24) months.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’sGuidelines: Procurement under IBRD Loans and IDA Credits (May 2004, Revised October 2006, May 2010), and is open to all biddersfrom Eligible Source Countries as defined in the Bidding Documents.

(local time).
6. Qualification requirements include the following:
(i) Minimum average annual turnover of US$ 15,000,000 (fifteenmillion US$), calculated as total certified payments received forcontracts in progress or completed, within the last five (5) years.
(ii) The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets,lines of credit, and other financial means, other than any contractual advance payments to meet:
(a) The following cash-flow requirement:
US$ 2,500,000 (twomillionandfivehundredthousand US$), and
(b) The overall cash flow requirements for this contract and its concurrent commitments.
(iii) General Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five(5) years prior to the applications submission deadline provided that the bidder shall have activity(ies) in each year.
(iv) Specific Experience;
(a) Participation as contractor, management contractor, or subcontractor, in at least one (1) contract within the last five (5) years ,with a value of at least US$ 11,000,000 (elevenmillion US$) equivalent that has been successfully and substantially completed and that aresimilar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics.
(b) For the above or other contracts executed during the period stipulated in (iv)(a) above, a minimum experience in the followingkey activities:
1. Construction of pipe lines on any of the below items separately or in combination of at least 40 km. in one contract
a) Wastewater (sewerage) lines minimum internal diameter of 200 mm,
b) Stormwater network or collector with minimum internal diameter of 300 mm
and
2. Construction of at least 10 km of tunnels or pipe lines with minimum diameter of 800 mm in one contract or construction of atleast 19 km of tunnels or pipe lines with minimum diameter of 800 mm in maximum three contracts.
(v) If the Bidder is a Joint Venture, declaration of Joint venture and other documents and requirements shall be provided. However;for qualification of a Joint Venture, each partner shall meet at least fifty percent (50%) of minimum requirement, at least one partner shallmeet at least seventy percent (70%) of minimum requirement referred in (i), (ii) and (iv) herein above. In all cases, all partners must attainat one hundred percent (100%) in total.
(vi) All pending litigation shall in total not represent more than fifty percent (50%) of the Bidder’s net worth and shall be treatedas resolved against the Bidder.
(vii) Non-performance of a contract did not occur within the last five (5) years prior to the deadline for application submission,based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved inaccordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidderhave been exhausted.
(viii) The successful Bidder shall provide the key staff in adequate quality and quantity and all equipment required for satisfactorycompletion of the work.
7. The Bidders may obtain further information which they may require for preparation of bid documents, and may reviewdocuments available at the following address of ALDAŞ during working hours 09.00 a.m. to 17.00 p.m.(local time). The Bidders may,upon written application to the following address, purchase the Bidding Documents, in Turkish and English, at 400 TL (VAT Included)which is to be deposited at TL account no. TR63 0001 5001 5800 7292 3154 42 of the General Directorate of Antalya Water andWastewater Administration- ASAT in 100. Yıl Branch of Vakıflar Bank (Branch Code: 313), referring also to Contract No. ASAT 2 –W6.The fee deposited for purchasing the Bidding Documents shall by no means returned. Bidding Documents may be delivered by courier ifrequested upon submission of a Bank receipt if cargo cost born by the receiver.
8. Submitted Bids shall be valid for one hundred and twenty (120) calendar days from the date of bid opening and shall be deliveredtogether with a bid security in the same currency with the bid currency or in any other convertible currency, and in the sum equal tominimum EUR 250,000 for the Contract package, at the following address not later than 30 May 2012, 14.00 pm. (local time). Bidssubmitted via e-mail shall be disqualified. Bids submitted later than the specified date and time shall be rejected.
9. Bids shall be opened at the presence of representatives of bidders at the following address ALDAŞ Infrastructure ManagementConsultancy Electrical Energy Production Services Construction and Contracting Inc. Liman Mahallesi, 2. Street, No: 11, 3.Floor, MeetingRoom, Antalya, Turkey on 30 May, 2012 at 14:15 pm. (local time).
10. A Pre-bid meeting will be held on 03 May, 2012 at 10:00 am (local time) at the following address ALDAŞ InfrastructureManagement Consultancy Electrical Energy Production Services Construction and Contracting Inc. Liman Mahallesi, 2. Street, No: 11, 3.Floor, Meeting Room, Antalya, Turkey.
11. This Bidding Procedure (ASAT2-W6) is not subject to Public Procurement Law No:4734 and Public Contracting LawNo:4735.
