Sentez Gazı Kompresör Sistemi Alımı TÜBİTAK AR-GE Projeleri İhale Yönetmeliği'nin 19. maddesine göre açık ihale usulü ile ihale edilecektir.
4.1. İhaleye katılma şartları ve istenilen belgeler;
4.1.1. Mevzuatı gereği kayıtlı olduğu Ticaret ve/veya Sanayi Odası veya ilgili meslek odası belgesi,
4.1.1.1. Gerçek kişi olması halinde, kayıtlı olduğu ticaret ve/veya Sanayi Odasından ya da Esnaf ve Sanatkarlar Odası'ndan , ilk ilan veya ihale tarihinin içinde bulunduğu yılda alınmış, odaya kayıtlı olduğunu gösterir belge,
4.1.1.2. Tüzel kişi olması halinde, ilgili mevzuatı gereği kayıtlı bulunduğu Ticaret ve/veya Sanayi Odası'ndan ilk ilan veya ihale tarihinin içinde bulunduğu yılda alınmış, tüzel kişiliğin odaya kayıtlı olduğunu gösterir belge,
4.2. Teklif vermeye yetkili olduğunu gösteren imza beyannamesi veya imza sirküleri,
4.2.1. Gerçek kişi olması halinde, noter tastikli imza beyannamesi,
4.2.2. Tüzel kişi olması halinde, ilgisine göre tüzel kişiliğin ortakları, üyeleri veya kurucuları ile tüzel kişiliğin yönetimindeki görevlileri belirten son durumu gösterir Ticaret Sicil Gazetesi, bu bilgilerin tamamının bir ticaret sicil gazetesinde bulunmaması halinde bu bilgilerin tümünü göstermek üzere ilgili Ticaret Sicil Gazeteleri veya bu hususları gösteren belgeler ile tüzel kişiliğin noter tastikli imza sirküleri,
4.2.3. Şartname ekinde yer alan standart forma uygun teklif mektubu,
4.2.4. Şartnamede belirlenen geçici teminata ilişkin standart forma uygun geçici teminat mektubu veya geçici teminat mektupları dışındaki teminatların TÜBİTAK MAM Muhasebe Birimi’ne yatırıldığını gösterir makbuzlar,
4.2.5. Vekaleten ihaleye katılma halinde, vekil adına düzenlenmiş ihaleye katılmaya ilişkin noter onaylı vekaletname ile vekilin noter tastikli imza beyannamesi,
4.2.6. İsteklinin ortak girişim olması halinde, şartname ekinde yer alan standart forma uygun iş ortaklığı beyannamesi,
4.3. Ekonomik ve mali yeterliliğe ilişkin belgeler ve bu belgelerin taşıması gereken kriterler,
4.3.1. Bu madde boş bırakılmıştır.
4.4.Yetkili satıcılığı veya imalatçılığı gösteren belgeler
4.4.1.İstekliler aşağıdaki belgeleri vermek zorundadır. Ancak istekliler kendi durumuna uygun olan belge veya belgeleri sunar. Bu belgeler şunlardır:
4.4.1.1.İstekli imalatçı ise imalatçı olduğunu gösterir belge veya belgeler,
4.4.1.2.İstekli yetkili satıcı ya da yetkili temsilci ise yetkili temsilci olduğunu gösterir belge ya da belgeler,
4.4.1.3.İstekli Türkiye'de serbest bölgelerde faaliyet gösteriyor ise yukarıdaki belgelerden biriyle birlikte sunduğu serbest bölge faaliyet belgesi,
4.4.2.İsteklinin imalatçı olduğu ise aşağıdaki belgeler ile tevsik edilir:
4.4.2.1.İsteklinin kayıtlı bulunduğu ticaret ve/veya sanayi odası ya da kayıtlı bulunan esnaf ve sanatkarlar odası tarafından mevzuatına uygun olarak düzenlenmiş belgeyi,
4.4.2.2.İsteklinin kayıtlı bulunduğu ticaret ve/veya sanayi odası ya da kayıtlı bulunan esnaf ve sanatkarlar odası tarafından mevzuatına uygun olarak düzenlenmiş İmalat Yeterlilik Belgesi.
4.4.2.3.İstekli tarafından yukarıda sayılan belgelerden birinin sunulması yeterli kabul edilir.
4.4.2.4.İş ortaklığında ortaklardan birinin teklif edilen mala veya mallara ilişkin imalatçı veya yetkili satıcı ya da yetkili temsilci olduğunu gösteren belgelerden birini sunması yeterlidir.
4.5.Tedarik edilecek malların, numuneleri, katalogları, fotoğrafları ile teknik şartnameye cevapları ile açıklamaları içeren dokümanlar,
4.5.1.İstekliler teklif edilen malın teknik şartnamede yer alan teknik kriterlere uygunluğunu belirlemek amacıyla teknik bilgilerin yer aldığı katalog, teknik şartnameye cevapları ve açıklamaları içeren doküman ile fotoğrafları birlikte vermek zorundadır.
4.5.2.İş ortaklığında teklif edilen mal esas alınarak ortaklardan biri, birkaçı veya tümü tarafından teklif edilen mala ilişkin olarak ön yeterlilik şartnamesinde veya idari şartnamede yapılan düzenleme çerçevesinde; teknik bilgilerin yer aldığı katalog, teknik şartnameye cevapları ve açıklamaları içeren doküman ile fotoğrafı birlikte vermek zorundadır.
5. Ekonomik açıdan en avantajlı teklif, sadece en düşük fiyat esasına göre belirlenecektir.
6. İhale yerli ve yabancı tüm isteklilere açıktır. Yerli istekliler lehine fiyat avantajı uygulanmayacaktır.
7. İhale dokümanının görülmesi ve satın alması,
7.1. İhale dokümanı, idarenin adresinde görülebilir ve 100 Türk Lirası karşılığı aynı adresten satın alınabilir. İhale dokümanının posta veya kargo yoluyla da satın alınması mümkündür. Posta veya kargo yoluyla ihale dokümanı almak isteyenler posta/kargo masrafı dahil 120 Türk Lirası doküman bedelini Ziraat Bankası Gebze Şubesi TR260001000164347543975012 numaralı TL hesabına yatırmak zorundadır. Posta/kargo yoluyla ihale dokümanı satın almak isteyenler, ihale doküman bedeline ilişkin ödeme dekontu ile ihale dokümanının gönderileceği adresin de belirtildiği ihale dokümanı talep başvurularını yukarıda yer alan fax numarasına veya yazılı olarak idareye ihale tarihinden en az beş gün önce göndermek zorundadır. İhale dokümanı iki iş günü içinde bildirilen adrese posta yoluyla gönderilecektir. İhale dokümanının posta yoluyla gönderilmesi halinde, postanın/kargoya ulaşmamasından veya geç ulaşmasından ya da dokümanın eksik olmasından dolayı idaremiz hiçbir şekilde sorumlu tutulamaz. Dokümanın postaya veya kargoya verildiği tarih, dokümanın satın alınma tarihi olarak kabul edilecektir.
7.2. İhaleye teklif verecek olanların ihale dokümanını satın almaları zorunludur.
8. Teklifler, ihale tarih ve saatine kadar TÜBİTAK MAM Gebze Yerleşkesi İdari Bina Barış Mah. Dr. Zekı Acar Cad. No.:1 41470 adresine elden teslim edileceği gibi aynı adrese iadeli taahhütlü posta yoluyla da gönderilebilir.
9. İstekliler tekliflerini götürü bedel üzerinden vereceklerdir. İhale sonucu, ihale üzerine yapılan istekli ile toplam bedel üzerinden götürü bedel sözleşme imzalanacaktır.
10. İstekliler teklif ettikleri bedelin %3 ünden az olmamak üzere kendi belirleyecekleri tutarda geçici teminat vereceklerdir.
11. Verilen tekliflerin geçerlilik süresi ihale tarihinden itibaren 120 (yüzyirmi) takvim günüdür.
12. Konsorsiyum olarak ihaleye teklif verilemez.

4. The conditions for participation in procurement, document required and the criteria application in evaluation of qualification,
Synthesis Gas Compressor System shall be procured through open tender procedure, according to the TÜBİTAK Ar-Ge Projects Tender Regulation Clause19.
4.1. The conditions for partipication in procurement, documents required,
4.1.1. Certificate of Chamber of Commerce and/or Industry orprofession and/or trade association registered as per the legistation,
4.1.1.1. In the event that the tenderer is a physical body, the certificate received within the year when the first announcement/tender with regard to the procurement is made and indicating registration to the Chamber of Commerce and/or Industry of Profession, or the Chamber of Craftsmen and Artisons.
4.1.1.2. In the event that the tenderer is corporate body, the certificate received from the registered Chamber of Commerce and/or Industry within the year when the first announcement/tender with regart to the procurement is made and indicating the registration of the corporate body,
4.2. Signature statement or signature circular indicating the authority of the tenderer to submit tender,
4.2.1. Signature statement certified by the notary public in the event that the tenderer is a physical body,
4.2.2. In the event that the tenderer is a corporate body; Trade REgister Gazette indicating the actual status of shareholders, members, founders and managers of the company; if all these information is not stated in a Single Registers Gazette, related Trade Registers Gazettes or documents, showing all these informations, as well as the signature circular of the corporate body,

4.4.2.4. In the event that the tenderers is a joint venture, one of the partners may submit the documents, indicating that the tenderer is the manufacturer or authorized dealer or authorized representative of the offered goods,
4.5. The documents containing the sample, catalogs, photos of the goods to be supplied and answers to the technical specifications and explanations,
4.5.1. In order to determine that the offered goods conforms to the technical criteria stated in technical specifications, the tenders have to submit catalog containing technical information, the document containing answers to the technical specifications and the explanations together with the photos of the offered goods,
4.5.2. In the event that the tenderer is joint venture, one of the partners, a few of the partners or all of the partners as regards to offered goods, relaiting to administrative specifications, the tenderers have to submit the catalog containing technical information, the document containing answers to the technical specifications and the explanations together with the photos of the offered goods,
5. Economically the most advantageous tender shall only be determined on the lowest price basis.
6. The tender is open to all domestic and foreign tenderers. Price advantage shall not be applied in favour of the domestic tenderers.
7.Reviewing and obtaining the tender document
7.1. The tender document can be reviewed at and upon payment . The method of payment will be cash or direct deposit to Ziraat Bank, Gebze Brunch, Account No: TR260001000164347543975012
7.2. Those who will submit their tenders shall be liable to purchase the tender document

9. The tenderers shall submit their tenders over lump sum,as a result of the procurement process, the lump sum contract shall be concluded with the tenderer awarded over the total amount
10. The tenders shall provide bid security at the rate to be determined by them, but not less than 3% of the tender price.
11. The validity duration of tenders shall be at least (120) one hundred twenty days following the date of procurement
12. Consortia cannot submit tenders for this procurement.
